Not sure if this is possible but is there a way to have two users work on a project at the same time and then merge them together at the end?

My colleague and I are working on a large tour and were trying to brainstorm how we could do this so far we have:

We split the project into sections and both work simultaneously, within the projects we both geolocate our floorplans to be identical - placing panos as we go.

When we are done. One of us save the project and hands off to the other ---- Is there anyway to copy the work of one project to another?

Pano2VR does not have a dedicated collaboration feature
The only thing I can think to do is have the project duplicated on your two computers and also on a shared drive.
One person can edit the skin while the other edits the project file.
Then you can upload the edited skin to the shared drive and your co worker can upload the p2vr file.

Open the p2vr file on the shared drive and change all is ok.
But I would not recommend both working on a skin or project file as this could lead to corrupting the files and breaking the project.
