Polygon hotspot not showing on mouseover

I have a polygon hotspot in a project that is simply a Tour node.

Output is set to display Textbox
Polygon Hotspots - View Mode - Show Current
Hand Cursor Enabled

And yet when the tour is outputted the mouseover does not work.

It could not be more basic and I have followed the instructions in the polygon hotspot webinar and still nothing.
Ive tried it with a few different and standard skins and still the same.

What have I missed?

I have updateded to 7.0.4 and re-outputted and it now works perfectly!
