OK that set of files was helpful. BUT I have a radar img which is set correctly in place on start pointing in right direction and rotation as expected. Can the default alpha state rate of change be edited anywhere?

Yes I have used focus stacking before and I know that is an option. But I suspect few use that tecnique. I know about dof but perhaps not in depth. OK I finally figured what I was doing wrong. I have the viewing web page html in a different folder to the swf files. In the hotspot editor I need to remember to refer to the folder the swf will be located on the website. So - avebury-inner-72.swf needs to be refered to as ../swf/avebury-inner-72.sw...
