frame rate relationship in flash and video...?

Ok... so this flash stuff is getting to me!!! MAJOR...
As always any help is appreciated.
is there a relation between the output swf which has a frame rate of say 50... and a movie which is embedded using txt box method using say 29 frames per second?
I have a small swf file which I would like to use as a hotspot but it does not run at the correct speed when embedded in this manner...
output pano frame rate 50
hotspot swf frame rate 12
help?
