Windows 10 4k monitor issues

Hi,
I'm having issues on my 4k monitor. I can not click anything unless I go down with cursor.
Example:
On top of that, Pano2Vr looks "small" on UHD monitor, is it optimized for high resolutions?

System: W10, Nvidia 1060, RAM16GB, i7 7700, 4k 3840x2160 px
