I understand that with the seek-bar I can control where the play-head can be set (time-wise) in a video, but is there a way to trigger an action when the play-head reaches a specific time?

For example,
-move X item (or do something) when the video reaches 40 seconds. Can the property of where the play-head is in a video be tracked?
(or do I need to use the timer in conjunction with the video?)
