What is the best output format for viewing a tour on a another computer offline (ie. not over the web)? What output files would I need to distribute for this to work?

You did not mention what type of computer so I am assuming a 16 - 32 gb Ram device.
Flash and HTML5 outputs
File Size? You should might choose the file set that are not compressed. Meaning FULL size.
You will need all the files in the Pano2vr created
"/output folder ".
Your viewing success will vary depending on which browser and plugins you use to view the project.

Hi,
The simplest way for the moment is output just the SWF with no HTML page.
Embed all levels if multi resolution and embed any media files.
E-mail over the SWF to your client with the instruction to drag the SWF in an open web browser.
Advantage is its just one file, but depending on multi resolution levels and media may be quite large.
